On June 7, 2016 the Pleasanton City Council approved a change in its water conservation targets in recognition of persistent yet less severe drought conditions and the State Water Resources Control Board's modifications to statewide conservation regulations. Pleasanton has set its current conservation goal at 10 percent below 2013 usage and will operate under the provisions established for a Stage 1 Water Shortage. Mandatory conservation measures remain in effect to prevent water waste. However, under a Stage 1 Water Shortage, drought surcharges will not be imposed for those who do not achieve the 10 percent reduction goal. Though the state received a considerable amount of rain this winter, California is still in a drought. Furthermore, the Governor's May 9, 2016 Executive Order B-37-16 calls for permanent changes to how Californians use water to ensure the protection and resilience of water availability in light of continuing limitations to water supply.

Current Outdoor Watering Restrictions

Under Pleasanton's Stage 1 Water Shortage, a number of controls and use restrictions have been put in place to aid in water conservation efforts. These mandatory restrictions are as follows:

• Runoff of water when irrigating onto non-irrigated areas, such as sidewalks or roadways, is prohibited

• Irrigation of lawn and ornamental landscapes may only occur between the hours of 6:00 pm and before 9:00 am the following day with the exception of drip irrigation systems and hand watering with a shut-off nozzle

• Watering outdoor landscaping is prohibited during and within 48 hours after measurable rainfall

• Use of potable (drinking) water to wash driveways, sidewalks, or other hardscapes, is prohibited

• Washing vehicles/machinery from a hose equipped with a shut-off nozzle is permitted as long as water does not enter the storm drain system

• Potable water leaks must be repaired within eight hours of notification or discovery

• Decorative water features using potable water must be recirculatory

• Restaurants are required to serve water only upon customer request

• Hotels and motels must offer their guests the option to not have their linens and towels laundered daily, and prominently display this option in each guest room

• Use of water for construction activities shall utilize recycled water, rather than potable water, and must be used in a manner that does not enter the storm drain system

Recommended Water Conservation Measures

In addition to the current mandatory restrictions, Pleasanton is also seeking cooperation in meeting conservation targets by having water users adopt a number of recommended water conservation measures. These recommendations are as follows:

• Limit outdoor irrigation of lawn and ornamental landscaping to no more than 3 non-consecutive days per week April through September (limited to one time per week from October through March)

• Pools should remain covered when not in use to prevent evaporation, and should be equipped with a recirculating pump

• Commercial power washing should utilize recycled water (potable water may not be used to wash driveways or sidewalks)

Recycled Water Program

As part of their response to the drought, the City of Pleasanton is currently installing a recycled water system that will make recycled water available for landscape irrigation to most of Hacienda in 2016. Properties interested in obtaining recycled water are urged to contact the city to coordinate new service. The benefits of converting your landscape to recycled water include the following:

• Provision of a reliable source of water which is not restricted during drought

• Absence of drought surcharge fines for all recycled water service

• A reduced water rate

• An environmentally sustainable alternative to potable water
