CITY OF PLEASANTON COVID-19 BUSINESS SUPPORT FUND

To ease the impact of the COVID-19 pandemic on Pleasanton businesses, the City of Pleasanton has established a $3 million Business Support Fund. The objective of the fund is to offer financial assistance to micro-enterprises, restaurants and retail businesses within Pleasanton that can work in cooperation with state and federal assistance programs.

Business Support Fund Overview

The Business Support Fund program provides zero-interest, unsecured, short-term loans of up to $2,500 to eligible independently or locally owned micro-enterprises, restaurants and retail businesses. Loans will be allowed a maximum amortization of 24 months with repayment commencing on the first day of the month after the COVID-19 local emergency declaration is lifted. Financial assistance will be awarded to eligible, qualified small businesses based on the availability of funds, program guidelines, and the submission of all required information and supporting documentation.

Program Requirements

Eligible businesses must be independently or locally owned and have a physical location in Pleasanton. Businesses must be in good standing with the City of Pleasanton and have an active City of Pleasanton Business License as of March 1, 2020.

Business Qualifications Business qualifications for the program are based on business type and size. Eligible business are as follows based on employee counts reported on the 2020 City of Pleasanton Business License application:

  • Micro-enterprise businesses employing 2-10 employees

  • Restaurants and retailers with 20 or fewer employees

Eligible Use of Funds Funds may be used to cover payroll, rent, mortgage, or working capital for eligible businesses to cover operational expenses. Eligible micro-enterprises, restaurants and retail businesses must be able to demonstrate the following:

  • Loss of revenue/income of greater than 25% due to COVID-19

  • Action taken to secure federal and state resources and financial assistance

Restrictions on Qualification Limitations on qualifications extend to certain businesses. Businesses not eligible to request or receive financial assistance include, but are not limited to: lending and investment institutions, and insurance companies; non-profit entities; hotels; professional services providers; home-based businesses; and illegal or other prohibited uses.

Online applications will be accepted beginning Friday, May 8, 2020 at 5:00 pm. Visit www.cityofpleasantonca.gov/eddsupportfund for fund eligibility requirements, Frequently Asked Questions, and to access the application portal. Applications will be accepted on a rolling basis until all available funds have been awarded. The City will review and process applications as quickly as possible, and will notify applicants of the status of their application via e-mail within 10 business days.
