Pacific Gas and Electric Company (PG&E) will be switching all of their customers from a flat rate billing structure to a mandatory Time-of-Use rate on November 1st followed by peak day pricing in 2014. Under these rate changes, the timing of when you use electricity will become just as important as the amount used.
