The mission of the Alameda County Transportation Commission (Alameda CTC) is to plan, fund and deliver transportation programs and projects that expand access and improve mobility to foster a vibrant and livable Alameda County. Approximately every four years, Alameda CTC updates the Countywide Transportation Plan to respond to changing conditions and evaluate new opportunities and demands placed on the transportation system. The plan creates a vision for the future of transportation in Alameda County, sets priorities, and guides decision-making at Alameda CTC as it plans, funds, and delivers transportation improvements.
Recently, the Alameda CTC announced the launch of a community survey for the upcoming 2026 Countywide Transportation Plan (CTP). The online survey, which takes five minutes to complete, is open through October 2025 and provides an important opportunity for the public to help shape the future of the county’s transportation system, according to officials. Filling out the community survey to provide feedback on transportation needs and priorities is an important way to provide input on the county plan but not the only way. The survey can be accessed at www.research.net/r/PSPCMRX.
Residents can also share their personal transportation experiences via the open Share My Experience form on the Alameda CTC website, join Alameda CTC officials at community events listed on the CTP website under the Get Involved tab, request a conversation with officials at a specific organization’s regular meeting, and help share CTP materials through text and social media. Materials about the CTP are available in English, Spanish, and Simplified Chinese.
In October 2024, Alameda CTC adopted the CTP Policy Blueprint, which sets the vision and goals for the 2026 CTP related to safety, equity, climate, and economic vitality. Alameda CTC’s CTP is an exciting opportunity to shape the future of the county’s transportation system for people who walk, bike, roll, drive, and ride transit. Survey responses will help Alameda CTC understand community priorities that help advance the plan’s goals.
Alameda County has developed Countywide Transportation Plans since 1994. Development of the 2026 Countywide Transportation Plan began in late 2023. The Commission adopted the CTP Policy Blueprint and the High-Injury Network and Proactive Safety Network Report in October 2024, the culmination of a year of planning and engagement. The Policy Blueprint sets the plan’s vision, goals, and policy objectives. Plan development will continue through the middle of 2026 and will determine how to best advance those goals through three major elements: a countywide transportation needs assessment, infrastructure project and program recommendations, and identifying gaps, opportunities, strategies, and near-term actions.
Governed by a 22-member Commission, Alameda CTC manages the county’s one-cent transportation sales tax and serves as the county’s congestion management agency. In the most recent fiscal year, the agency carried out $405 million in transportation improvements that create jobs, enhance mobility and enrich communities. A draft Countywide Transportation Plan will be available in Spring 2026 for “a round of public engagement” before it is finalized, officials say.
